How many USA states, cities or uniciplaities (and where are they?) have a landlord and tenant ordinance/law?

Chicago has a very advance Residential Landlord and Tenant Ordinance which has been called the “tenants bill of rights” and has “leveled the playing field” between landlords and tenants. In Chicago, tenants have the right to demand repairs from their landlord and to reduce the rent if the landlord does not do the repairs. Retaliatory evictions are not allowed in such instances. Further, the tenants’ security deposits are the property of the tenant and the landlord must handle such deposits in certain fashions, including paying interest annually and returning the deposit within 45-days after a lease ends. Damages to a tenant if the landlord does not comply equal two times the amount of the deposit PLUS the tenants’ attorneys fees are to be paid by the landlord or former landlord. A national survey and study is appropriate to determine where else in the USA such tenants’ rights are available and how those rights are being enforced by the courts.

    Every state and municipality has statutes and regulations governing the landlord-tenant relationship.
